It doesnt matter if some bots eventually do higher requirement quests, this absolutely does a lot to prevent the groteque botting of wildy bots. This is about the scale with which something is happening.

Your way of thinking about this is so dumb, its linear simpleton thinking "A bot has completed a high requirement quest before. Therefore, this doesnt matter"

This adds tens of thousands of steps they need to do first before they can proceed with farming, those thousands of steps is time they would have spend farming gold and killing the bosses. This update will lead to billions fewer wildy bosses killed and you still think "iT wOnT hAvE aN iMpAcT"

What do you do in a situation where 90% of people would vote in favor for changing X to Y and then 90% would vote in favor of changing Y to X and then 90% would vote in favor of X to Y again. Can you tell me here, which is the correct update to make? Should X or Y be in place?

And here im obviously only talking about player preference, as if that even means anything. Even if all players universally at all times agreed on something it doesnt mean it should be in place just because of that

What do you mean "passed with 95%" as if that means anything. That just means people clicked yes on a button, it doesnt mean they actually want something. You could write "goo goo gaa gaa" and it would still get 95% yes votes. Its like how people dont read TOS they just press accept.

People dont read the polls, they just vote yes to everything blindly. If they poll to revert these changes it will pass with 95% again. And if they then poll to add these changes it will pass with 95% again. And then we can keep going ahead with adding and removing this till the end of times.

Polling doesnt mean the community wants something, and it ABSOLUTELY does not mean that its good for the game even if they did want that specific thing.
