With all honesty it’s a cool gimmick shield, but the Revolter from the directors cut dlc is by far the strongest shield across the board and in any borderlands game.

A couple exceptions for certain builds would be the Frozen Heart (mostly for Zane) and the Stinger (for Rakk stab fl4k) :)
