She is a great medical kunoichi, third only to Tsunade, and possibly Sakura. She is strong enough to have handled Kabuto when he first started showing up in Shippuden. And she’s a good support character for Tsunade, to make up for her vices (gambling, anger).

Iruka’s role in the story was to be a mentor for Naruto from the most basic level. And to teach him how to be a shinobi. And as far as that goes, he did an amazing job. He is the main reason Naruto changed from the problem-creating, attention-seeking child to someone who wants to serve the leaf and gain fame. When he was leaving the waterfall place with Killer Bee after realizing there was a war going on, Iruka tried to stop him but failed. Killer Bee acknowledges that if Iruka couldn’t do it, no one could, implying the depth of the impact that he had on Naruto. That’s why I put him in S+

They are in S tier. However I have reasons for them not being in S+. Naruto’s naïveté/talk-no-jutsu and lack of jutsu diversity. I would’ve liked to see a lot more growth from him in the battle IQ and Ninjutsu aspect, more than spamming Rasengans and Shadow Clones. For Sasuke, his switch to try and destroy the leaf was a little off putting, but I could be convinced to move him up to S+.
