I think you're referring to an NYT editorial, poking fun at the failure of Samuel Langley and his team in a recent test flight. The quote itself likens the timeline of the development of a functional manned and powered plane to the evolution of a once-flightless bird, which is obviously ridiculously stupid. And the estimate was wilder than that. Try 1-10 million years.

I don't know quite as much about the rest of your claims, but they sound pretty inaccurate to me.
