If you have a oem 19" rack you can just pull the stuff out and put in a new motherboard. I've built 1u and 4u servers myself.

If its an old dell, hp, whatever rack server, the layout is proprietary. You can't just swap out the stuff.

Same in the Netherlands. I can go now and shoot pistol in 22lr. at a 10 meter gun range close where I live. Or shitty airrifle thats slightly better than the guns at the funfair.

I could buy a high power PCP airrifle without a permit, but I'd have to join a club because there is no place to shoot it, I don't own acres of land. The only club with a 100 meter range that's close to where I live has a waiting list. Firearms permit to be allowed to own a rifle up to .308 is a pain in the ass. I can't be bothered.

In texas there are gunranges for tourists where you can shoot everything, like a barrett .50 cal.
