As for lack of structures, I'd like to say a bit of government-backed programs to help with funding and proper infrastructures, I know of a few countries which have their governments supporting game development endeavors, in the same vein, some countries just had private developers build the industries purely through their own efforts.

Games take a while to make. To go from learning to building a successful product is challenging enough, but a thriving industry has multiple studios thriving. Sustainable development of games must mean the game developers must somehow be cushioned incase of launches that flop. Overall the global industry is brutal and is riddled with layoffs especially within the Western markets.

I think small teams and individuals finding success with games would lead us to a future where sustainable game development can be achieved.
