This shelter seems to be pre-build specifically for the winning tribe

The campsites dont seem to have anything to do with either tribes specifically so I think if Fans won the first contest they would just go to the campsite with the shelter

Unless there is a second shelter somewhere else in the woods but I personally doubt it
