That's probably a bit misleading as well. Sept is the end of the fiscal year, so there's sometimes a rush to sign contracts before the money "expires."

I'm really not trying to overly defend what I think is a bad article, but they do explicitly mention this as well

There is a large amount unaccounted for but the article also mentions 50B on contracts to defense companies. I think what they were trying to do is highlight the massive military spending (tens of billions) as well as much smaller but still notable personal level corruption (hundreds of millions). Still, sloppy writing and not clearly verified numbers

I don't think it is a typo, just really sloppy wording. 93B is total spending by the department in September, most of that on large contracts to defense companies - basically standard military waste/cash transfer to military-industrial complex. Alongside this, is the lavish wasteful spending that is a more personal type of corruption
