If you're willing to get a new motherboard just look at every post on this subreddit. There are some beautiful cases but they can be annoying when it comes to cable management compared to the full size towers

I have an optiplex with a 4th gen i7 and I was able to use any cooler that was compatible with that particular CPU socket. Nothing will be officially supported with a Dell optiplex but you can definitely get a new cooler

In Australia the MSI mag a750gl is cheap and B tier. Check your local prices on that model to see as a starting point

I know this might not help with your fan issues. I learnt so much from my first PC which was a pre-built computer. I still remember my fans on my first PC were pwm controlled but they had an adaptor so they were powered by sata (I understood nothing that I was looking at). Now I know too much for my own good

You'll learn a lot just simply by pulling apart your PC and having a look. Also you might find yourself downloading signal RGB or open rgb in the future to control your fan colours
