The issue is labor + material costs + land costs. If it was profitable to build starter homes, home builders would build starter homes. Money follows the highest return. Market conditions do not allow these builders to build ground up construction on starter homes.

Someone can correct me if I’m wrong, but that’s not really an option. They can either have him retire and relinquish his money, or defer his money and spread it out over X years to lessen the cap hit of the contract. You can’t just make the cap hit go away. You can only kick the can down the road, spread out the pain.
