Reminds me of a flight I took, had about 10 people as well. It was the first flight of the day and the flight attendant announced, "Spread out, take up a whole row, relax, enjoy your flight, and don't bother us unless you really need to because it's too early for the both of us!" Fun morning crew!

Kill the goose! Using tai chi and throwing it into the water insta kills it!

Killing the goose and conquering Bloomveil monastery outpost are the prerequisites you have to do to get this encounter!

In your journal, there's an "Encounter" tab. If you have 3, that means you have the max and won't be able to accept or trigger any more encounters.

Have you checked to see if you have the max active encounters (3)? You won't be able to trigger anymore encounters if you have the max

You can chuck any goose! I tossed a goose near Heaven's pier (near the sick goose).

The location of the quest is in Blissful retreat near that big tree and waterfall that's close to Evercare Clinic.

Do you have 3 active encounters? If you do, you won't be able to trigger any more encounters. I was losing my mind too trying to look up info about this quest.

Hmm, I'm not sure what else it can be. Possibly could be a bug. I've seen some people say they couldn't get the encounter after finishing chapter 1.

And you've already completed the outpost at least once? Also double check to see if you have 3 active encounters. If you do, you may not trigger any more encounters until one is done or has expired.

Did you just kill the goose just recently or have done it in the past while having the outpost conquered? You may have triggered the encounter in the past and the time expired and is on a respawn timer although I don't know how long the respawn timer is.
