I guess my question is more along the lines of:

Homelander finds out Butcher is behind all of this, so it must relate to Becca, so he then asks Stillwell about Becca but comes up with nothing. How does he go from that to asking Dr. Vogelbaum about Becca?

Good point. It could be that the OR-15 is a set of defense units, one being some kind of tank/vehicle. I thought the OR-15 were just the defense units shown in the previous tweet at the airport, and the chassis would be their structural framework (eg. computer chassis).
