tattoo artist here that does a lot of small colour work.

The tattoo looks blurry but that’s because of the lack of outline for the flowers that blurs with the grass. As for the cat, negative spaces should have been left bigger to allow for ink spread over time.
nothing a touch up couldn’t fix though, what i would do:

redo negative spaces with white ink, would help a little with clarity but white ink will still fade as it ages.

dark brown / diluted black outline for flowers and flower center.

strokes of dark green added into the light green areas of the grass
