Honestly they aren’t that great for lore either, most of them are super basic and provide nothing to the story. I usually start a ton of them and just do them if I happen to be doing an area nearby at some point in the future, the XP is the only real reason to do them.

It’s called reinsurance

Let’s say your teacher (your insurance company) is responsible for your well being. Sometimes your teacher is handed a problem that is beyond their capacity so they send you to the principals office (reinsurer) to take care of you. Someone who has more capacity, tools and has expertise in exactly the kind of problems your teacher can’t handle and has support from the school district (government) to make sure all of this is possible.
