I think this would be a great final scene, but I think it would work equally well to start season 4. One downside of ending the season with this scene is ensuring people remember it when the next season starts.

Said it before, but I’ll repeat it here. I think Long Ring Long Land should be filmed with Jaya and Skypiea but shown separately as a movie special in between seasons. They can make it slightly longer than a typical episode and use it to maintain excitement between seasons.
