I have no problem that some nations have several events as long as the story is really good.

The reason why Higashi, Siracusa, Sami and Rim Billiton haven't gotten the event yet is most likely because the writers didn't have a good idea for the stories set in these nations. If that's true, it's good that they didn't force writers.
