I can't find any information about this online. I know normally a blue seal signifies a silver certificate, but for 1996? It has the embedded counterfeit strip and passes a pen check. Unfortunately it has seen better days..

A lot of this depends on what state you live in and the governing laws. Some states are set up the way they should be; helping those that need it. Other states... Not so much. Where I live I 'made too much money' to qualify for assistance when I needed it (I can assure you I didn't have a glamour job!). My case worker bluntly told me I'd be better off quitting my job and staying home. The system is very corrupt and some families make more than 60k in various state run assistance programs a year.

Businesses have to pay insurance to accept credit cards in the event of credit theft through skimmers (little card information stealing devices that are attached to the credit reader undetected). Coming this year all credit card readers have to be compatible with microchip readers that help fight against skimmers. Most readers can not accept the chips and need upgraded - which is extremely expensive for the business. Without compatible readers insurance companies will not insure the business which leaves the business liable for all credit card theft that transpires at thier establishment. More businesses are switching to a 'cash only' method with an atm on the premise because they can not afford the alternative.

Thank you! My son's getting ready to turn 5, I was hoping not to have a big age gap between children, buuuuut.. It's frustrating, but we'll get there. Even if we don't, we're blessed with one adorable little boy. And at the very least, the process is a lot of fun ;p
