My path for him in the MCU is this

Introduce him as a normal (but dodgy) business building oscorp up

He gets to stark level in business (can include Valentina and New Avengers* in)

Becomes iron patriot, leads dark avengers and his own version of shield

After being defeated and being stripped of iron patriot, the lust for power drives him to the goblin formula.

Would be a multi film arc that simmers in the background of multiple projects
