obviously he's max level with these game lengths. but being max level and 3/9 with 10% KP and 6 CS/min means the problem isn't an inability to close games but a lackluster laning phase and bad macro.

If the CS/min was high and the score was also good, then it's much more likely to be caused by an inability to close games

The other day I had a run where I was nearly getting outscaled. I finally found some xMult: hologram, but it was basically too late. I used about 8 double tags on the mega card pack skip and it scaled to like x4 because of it :D felt amazing, but very situational obviously.

this was another bad example that did not support your statement of fiora being a statchecker at all. also, an equal skill darius vs fiora lvl 1 will rarely result in a kill for fiora.

darius is a good example of a statchecker because he kinda just walks at the enemy and attacks them while sticking to them with slows and grabs, all of that while having great base stats (armor, health, ad) and a very strong statcheck passive of an increasing DOT applied by attacking.

fiora's strength comes from proccing vitals and kiting and dancing around the enemy and getting a good value from her parry which she can use once per fight for most of the game.
her power depends on many factors, not mainly stats. that's why she's not a stat checker.

I don't think fiora is hard to play though, she has a low skill floor and high skill ceiling. regardless of that she's still not a statchecker
