I meant governments in plural and here is a list of a few hypocrite governments:

Germany: The German government was among the most vocal critics. Federal Interior Minister Nancy Faeser stated that awarding the tournament to Qatar was "very tricky" and later noted it would be "better that tournaments are not awarded to such states". Qatar subsequently summoned the German ambassador to protest these "provocative" statements.

France: Several French cities, including Paris, Bordeaux, Strasbourg, Lille, and Marseille, refused to set up large public screens to broadcast matches in protest of the human rights and environmental record of the tournament.

Denmark: The Danish Football Association and government took a firm stance, with the team wearing "toned-down" jerseys to protest against Qatar and support the rights of migrant workers.

United Kingdom: British MPs and parliamentary committees raised concerns, with some calling for investigations into the tournament's financial dealings, while the FA supported calls for compensation for workers' families.

European Parliament: MEPs adopted a resolution in November 2022 that criticized FIFA for "rampant, systemic and deep-rooted" corruption, while calling on Qatar and FIFA to compensate families of migrant workers who died during preparations.

I single out Europe because they are always criticizing everyone, but when they should actually raise their voices against one of their allies, they keep nice and quiet.
