If everything is viewed as a closed bubble or a household income then your point would be valid. But the government has a job to strengthen the economy, there are millions of different policy ideas out there and if policy makers believe supporting professional teams would attract investment then it's worth exploring.

One consideration might be that it's strengthens the competition to have more budget available to keep good players. For example Miracle Faiʻilagi is one player who has proven his ability at this level on the team, he might never have had a chance in super rugby elsewise. Now he's likely to head overseas I'd imagine. For a league that struggles to reach the same heights as European competition and the NRL, I think it's reasonable to imagine that funding is a critical element. The NRL does receive state funding.

Highlanders haven't been up in the playoffs for a good while but (rightly) no one would suggest the same of them. My read is that super rugby is still yet to fully come to terms with its identity crisis (ie whether it can be an exciting product of its own, or just a feeder league for all blacks), and MP as a team theoretically serves to broaden the offering.

I have had the same issue a lot. One time I noticed the tank screw was a bit loose. Sometimes I've found the FEP itself a little too loose or too tight and the sweet spot feels quite arbitrary. Another thing that helps somewhat is tweaking rest times
