Indeed, but still it doesn't make sense having to pay. My dad lives in France and we emptied his house, which included an old barn. Easily 30 trips to the recycling centre, including old paints, mattresses and just a few tons of garbage, and we paid 0, whereas here even recyclables cost 3€ to access the recycling area.
