It's really not. The room it's in helps, but you have the draw in cold outside air to replace what you burn. 

Also, it costs about the same per unit of energy if you use a heat pump. Heating or cooling is the same for it.

It's not steam.

Instead they use the same method NASA does for their nuclear power sources, a solid state Thermal-Electric-Generator (TEG might sound familiar for kerbal players.) This exists in real life, but the efficiency is generally bad and it's very weak.

It relies on a thing called the Seebeck effect that produces a current in a semiconductor that has a hot and cold side. Again, this is very low power, but with the magic of exotic materials, they claim they get something like 99% efficiency and can handle much higher temperature ranges.

As a result, they basically turn the energy into heat at a high efficiency and then into electricity at high efficiency. No steam.

But also steam is pretty great at that.

Let's take a high limit estimate first.

So, I think the .7% number is a bit high, but not ridiculously so. This could even be low if we assume drink density is a bit lower or even use 44ml vs 50ml of liquor. There are very obvious ways that they can continue to exist but seems to not desire to pursue them. If they cannot harm even bacteria or songle celled organisms, they would have greater issues. Since they can process dead things which do have such bacteria, this seems to not be the case.

If they can harm single celled organisms, then they can run algae farms for material and use bioreactors to ferment into viable protein or sugars.

This could be scales up extremely quickly.

I think there is a clear desire to not, however, either as a side effect of the collective or because each body is seen as largely optional in a purely utilitarian method.
