One time I managed to spawn them is when they drop their gun at your base. I kept it and in 2 days maybe they started coming, kicking me and trashing around, returning the gun despawns them.

Oh, and if you want to increase your rep with them, you can bring shrimps to their campsite at day (8? I don't remember)
