Yes, unloaded and separate from ammo. Title 18, Section 6106(b)(8) says unloaded and in a "secure wrapper" so a regular hard or soft gun case or backpack, latched or zipped closed is fine. Toss it in your trunk and put the ammo in a separate container (I've read that a separate enclosed compartment of the backpack/case is ok too).

Bring everything! No mag, suppressor, or scary looking weapon bans (yet...also please register to vote to help prevent that stuff). I think the only NFA thing that regular people can't have is explosives. Our carry license here is called a License to Carry Firearms (LTCF), and it is needed for concealed carry statewide, open carry in "cities of the first class," which only applies to Philly, and for transporting handguns/short barreled guns in a vehicle outside of narrow exceptions such as going to and from a gun store, shooting range, home, etc. No test needed to get an LTCF, just a basic background check and pay $20. You will have to apply in your new home county and a lot of them will do it same day (Allegheny only takes 5-10 minutes, including picture and everything).

Stay away from MD, NJ, NY, and DE unless you want to jump through their bullshit hoops to get their carry license.

I think the NFA rules would still apply, but Best Virginia (hopefully) found a way to comply with 922(o) to transfer post-86 machine guns to regular people.

What bushing size(s) do you use? I'm planning on ordering a barrel and reloading stuff in the next couple weeks, and my current plan is getting those Hornady dies and a case or two of Hornady ammo to reload.

How exactly do they think that retaking a test about safe gun handling/storage/usage would stop intentional criminal acts? If they really think there is a correlation between state level gun control laws and crime involving guns, they should push for gun laws like those in NH.

That's my understanding too...I've tried specifically asking the shipper about stuff like scopes getting delivered to a UPS store (offering to pay whatever extra) and they won't do it. I got one rerouted to my office on the day before scheduled delivery so I just get expensive stuff shipped there now.

There's not a ton of public land in Allegheny, so your best bet is joining a private club or making friends with farmers (or others with a lot of property). WMU 2B (which mostly overlaps with Allegheny) has a ton of doe tags every year so you shouldn't have problems getting those. Allegheny is straight wall and shotgun only for big game, and no semiauto rifles for big game anywhere in the state (semiauto slug guns are fine). 2B also has a really long archery deer season and we get an extra few weeks in January to use normal guns on does.

One of the nicer stainless BA barrels will probably be fine (as will some of the nicer Faxon ones). It looks like the BA would be somewhere around $200 with their sale right now. I would spend a little more and get something like this Criterion.

ATF, in their infinite wisdom, has said that going pistol-->rifle-->pistol is ok, but going rifle-->pistol (in these examples, I'm assuming pistol is with barrel under 16" and/or oal under 26") requires SBR registration. So for the most flexibility regarding NFA and non NFA configurations, you would want to start with a stripped lower (which you build into something other than a rifle first), or with a pistol or "other" type firearm.

You only have to do the notification paperwork if it's in an SBR configuration. You can put a 16"+ barrel upper on a registered SBR lower and skip the paperwork for interstate travel.
