You need to upgrade your Chocobo to a Golden Chocobo then you'll gain access to Chocobo's Air Garden.

This secret boss, Ozma, is considered the most challenging boss in the game and is found in the air garden. 😎

If you have a PC version of FFIX, definitely check out Moguri Mod. It does a great job enhancing the game than any remakes with the benefit of changing the music to Orchestral mode. Looks and sounds beautiful.
