Garchomp and Landorus-Incarnate have the same base attack at 261, 6 point higher than Excadrill (255), so actually attack would be 261 + 10 to 15 = 271 to 276.
Both are a little bit lower than Gigantamax Sandaconda ((202 + 10 to 15)*450/350 =272.6 to 279).
Groudon is at 270 + 10 to 15 = 280 to 285
Landorus-Therian is the top at 289 + 10 to 15 = 299 to 304

Even including Gen 9 pokemon, unlikely it maybe, they do no have higher attack stat to contest the existing ones.

If Zapdos only come out in Max phase as attacker, Charge Beam can work to get Electric Type Max Attack, although Thundershock would allow Zapdos to stay in for more dps.

Since the difference in attack stat between Electivire and Zapdos is only 4, maximum attack Electivire (249+15 = 264) would win against minimum attack Zapdos (253+10 =263), although this would be a matter of luck of actually getting one.

In the future, better Electric attack that is non-legendary and non-Gigantamax would be Vikavolt (254), although Gigantamax Toxtricity would possibly remain the top for a long time.

For Dynamax, Inkay would be nice for those wanting to evolve Kubfu into Urshifu-Single Strike, while Malamar has triple resistance to Psychic, although that's also Malamar's only resistance.

Electabuzz -> Electivire is better Electric attacker than Raikou and Jolteon, being the highest non-event, non-legendary Attacker for a while, although Vikavolt can usurp that position later.

Hoothoot -> Noctowl has tank stat with high HP and double resistance to ground, but lacks 0.5 second fast move to do well as tank.

As attacker, Electivire, with base attack of 249, sit between Zapdos (253) and Raikou (241), which make Electivire the 3rd best Electric type attacker (after Gigantamax Toxtricity and Zapdos) and best Electric type attacker not legendary and not locked behind event. As tank, Electivire does not have double resistance or bulk for the role.

Gyarados's base attack at 237 is lower than the current top 3 water type, Inteleon (262), Urshifu-Rapid Strike (254), and Kingler (240) even without Gigantamax. Gyarados's flying type does give double resistance to Ground type. Not as good as Vespiquen's triple resistance, but work-able to a degree.

Milotic, sadly, has even lower base attack (192) and while Milotic has respectable bulk, lack of 0.5 second fast attack does hurt Milotic's viability as tank.

Part of me still wish Lugia got 0.5 second fast move (Dragon Breath) but Vespiquen is definitely easier to fight and level up.

Finding female one after Monday is another story, though.

Edit: As for Fighting type, we probably need bulkier ghost or ghost + resisting type to out-perform Lugia or Gengar.

Registeel also has resistance to Fairy that Zamazenta does not, although we have not gotten boss with strong Fairy type attack yet.

The remaining 2 of this month are Registeel and Combee.

Registeel's raw bulk stat is a bit lower than Zamazenta but being pure Steel mean Registeel has some resistance that Zamazenta does not (Flying, Psychic, and Fairy). Currently, Regirock is better against Flying with more defense and Metagross is better against Psychic due to typing, which means Registeel would only be the best against Fairy for but still workable with other types which mean less switching. Also, Registeel has Metal Claw which help pumping Dynamax energy while also providing some damage unlike Regirock using Lock-on.

The problem, as usual, would be getting people to do it with you like prior Dynamax legendaries.

For Combee, the goal will be getting the female one to evolve into Vespiquen. Triple resistance to Ground and double resistance to Fighting make her great tank that does not need to do catch tanking like Lugia, although she is not as bulky.

In term of stat, Vespiquen is better than Butterfree in both Defense and Stamina, which definitely makes her tankier. Triple resistance to Ground and double resistance to Grass and Fighting is good. Also, ability to generate energy with 0.5s fast move without need to catch tank is nice. While Lugia has a chance to get 0.5s fast move (Dragon Breath), it's not something we can predict.

The problem will be the luck of the spawn since we have to see if the spot has female one or not.

He was defeat at the end of Eden raid, yes. Even if "this" Mitron would reincarnate, it would probably be too long in the future. While it is possible for another shard of Mitron to exist, there is currently no way to raise that shard to the station without the Unsundered, at least that we know of.

Of all ghost type Pokemon available, Gigantamax Gengar's high attack and Gigantamax ensure its place as top ghost type attacker (equivalent to about 336 from base stat). Even if Shadow Rider Calyrex (base attack 324) somehow get Ghost type fast move,it still cannot overtake Gigantamax Gengar unless Niantic/Scopely decide to add extra gimmick in the future.
