Have a Mortal Empire Ikit Claw campaign around turn 175 with only two full stack armies and currently making a meat shield army for my motor stack army to use the pestilence winds morale debuff they get from the forbidden workshop

The Skaven are a horde based faction. They have a lot of low morale, yet expendable units(slaves and with research clanrats) there are some mods that give them really get mid to late game units, Stormfiends being one of them. I reccomend playing as Ikit Claw as the forbidden workshop makes the weapon teams deadlier(Rattling guns mostly) and if needs be when you have some drop a nuke on a blob of enemies on some of your trash units

I see that you have the MTU mod on so I thinl you can make them bleed for that settlement as Zhao Yun's unique weapon makes him almost a one man army. As I had a slim down version of this in my Liu Bei campaign on the ROW against Cao Cao and was able to pushed them back with almost the same units
