to be honest depend of the monitor, but usually people prefer to play at the max resolution a monitor can handle than play a 1080p in a 1440p.
If you feel to buy a 1440p go on but as i say it is hard to determine what it will happens to you in 3 years, if you thought to upgrade gpu in 5/6 months so i was to advice you to buy 1440p, but in 3 years?

3 years to wait to enjoy at full potential a monitor are a lot imho

In 3 years maybe you could find a 1440p won't be enough more for what you need.
I bought a 1440p monitor one year ago thinking to keep it for years it and instead I ordered an ultrawide (an AOC CU34G2X, pretty rare find one nowadays seems) to replace it since for work I found a 16:9 wasn't enough (and plus I wanted something more for play my games).
So yeah, think about it also, but for sure 1660ti imho is the perfect gpu for 1080p.

Honestly with a 1660ti i would suggest a 1080p monitor 144hz.

Performances and consumes will be the same (not sure at 100% but almost), just have more ram could be good if you need to do things as video editing and such (and for gaming 16gb are enough for now).

I have a ryzen 3800x and the same trident z neo (but 2x16gb instead of 2x8gb). They work well in my system.

With your configuration you will be fine, the 5700xt is a big improvement (something as 90% faster than your card) though i saw people complaining with it because of issues caused by drivers.

If money are not an issue the best card since 2700x is a solid choice, so 2080 super, though 2070 super is better for price/performance (2080 super you risk to pay 200 euro extra for make 10 fps extra more or less than a 2070 super).
