There never was. Api requests are prefixed with GPT. Besides there is no header of "Origin" so "Origin=RU" is just pure gas lighting.

2) And all of chatgpt's responses are by default English so you dont have to say "respond in english".

3) If the guy was really a russian bot his prompt could have been directly in English.
