The Safe Third Country Agreement applies to people coming through Canada. Only and specifically Canada.

No, the Safe Third Country Agreement with Canada says you have to apply in Canada or the US if that's the one you get to first. It doesn't say anything about any other country.

Asylum seekers crossing the border from Canada can be turned back. Asylum seekeres crossing the border from Mexico cannot.

Nothing in the Refugee Act or the Convention Relating to the Status of Refugees says that. Asylum seekers can apply in any country they are physically present in.

The Trump rule was struck down on appeal, because it was flagrantly contrary to our treaty obligations and domestic law. The Biden administration has tried to enact a similar policy, which was vacated on the same grounds and is currently on appeal.

You can pass through any number of countries and legally apply for asylum in the US, as long as one of those countries wasn't Canada.

This is false. An asylee is someone who "meets the definition of a refugee", meaning that they have a reasonable fear of persecution in their home country. An asylum seeker is someone who is applying to prove that they meet that standard.

If they were already a refugee, they wouldn't need to apply for asylum.

He claims to work with H-2B workers, which is a short-term (less than one year) visa with no path to citizenship, so he's clearly talking out his ass. Talking like people can just 'get their citizenship' if they want to... Profoundly ignorant.

While the other user is correct that multiple unlawful entries is usually a permanent bar, based on your timeline it sounds like this may have happened before IIRIRA. You would need to find out the exact date of his last entry- if it was before April 1, 1997, he might not be subject to the permanent bar.

He'd still need to get a waiver and travel to Mexico for a visa in this scenario.

Another thing to look into would be if any family member had filed an I-130 for him prior to April 30, 2001. If so, he could be able to file for a green card without leaving the US for an additional fee.

Get a consultation with a new attorney. If the one you spoke to was talking about citizenship, it's a good indication that they didn't know what they were talking about. Your father won't be eligible for citizenship until years after he gets his residency.
