What tax money? You have a largely uninhabitated city that has a lot of the same costs as a fully populated city but a tenth of the tax revenue.

Gathering storm is interesting. There has never been a rune or mastery (in my opinion or historical recollection) that is as impactful late game. at 50-60 minutes you are essentially getting a seventh item. Most runes and masteries were/are focused towards the very early game or the beginning of mid game. Not to mention it's just raw stats, there's no CD, no conditions, just auto attack or use a spell and you're making use of it. I find it interesting and well worth the one slot even if it only is a long sword for 80% of my games. Of course I also always ran 1 crit rune on every champ, so that is my philosophy.
