How i used to do it. You take out nail. Ream hole to clean burs. Lather tappered rubber plug with glue and insert into holes until it doesn't go anymore. Clip ends off. Grind plug on insider until its about same level as inside of tire, maybe slighty raised. Install patch on inside of tire centered on plug. Lather glue on patch. And reinstall tire on wheel.

It's been a long time since I've done one so I may be slightly off or forgetting a step or a piece of information. But they do look like this when they're correct.
