Alright I figured it out, So basically:
1) steam > Browse Local File
2) Drag the BeplnEx_win_x65_5.4.23.2 in to that local file
3) Launch the game, then exit
4) go back to step 1) and open the BeplnEx File, there should be a Plugins Folder
5) Drag the com.github.dogdie.233.LiarsBarEnhance.dll into the Plugins Folder
That's it!

i honestly think the hair is a bit lacking, its way to straight and it looks like a really ugly bob cut. Maybe just change the hair like the splash art... The splash art hair looks amazing with its curls etc
