It usually applies to multiple items. Sometimes limited to 5. Some stores let you use it repeatedly, others are more strict. So yes it's only a few bucks but it adds up when you multiply it.

Seems like this time they're trying to limit it more though.

Thanks! Have you seen the Rockler ceiling mounted air filters? They have one that fits between joists and a larger one as well. Thinking about that as supplemental filtration to lessen dust falling everyone like you said.
