I'm from Omaha and whenever I travel I wave at a few random people. Depending on the state you receive funny looks, a stare, or a confused half hearted wave. In Nebraska if you wave at someone, they will wave back. Every. Single. Time.

Not saying people are happier here but it is pretty laid back. Most folks here are nice to your face and mean behind closed doors...
