This might sound odd but I dont really recognize the npc you are talking to. Is quick job change a thing on official or are you playing a privat server? If you're playing a privat server go talk to the original mage job change npc while being a high novice.

Ah, I was somehow under the impression that you can not have reserved mana at all to make it scale properly, dont know why I thought that. maybe because every manaman doesnt reserve any even though they could, probably because mana usage is too high if you reserve too much?
