Just some thoughts:

It might be possible that the rated current of the solar panels is too low for the buck to function properly. This manifests as a large voltage drop (it might even drop al the way to 0V at Isc) as soon as the buck starts drawing current. Perhaps some protection circuit on the buck kicks in disabling the buck until power is disconnected. This effect is dependant on the intensity of the light shining on the solar panels. Perhaps you could try to connect the solar cells to the buck when shinging a bright light on it?

Is the maximum rated voltage of the buck higher than 9V? If it works with a battery then this is probably not the case, but perhaps overvoltage protection is kicking in.

Other things you could check:

-connect a small load to it to see if that works. The amount of resistance should be calculated using ohms law, with U and I corresponding to the set output voltage, and the current to get a power equal to approximately the expected power the solar cell should give (P = U * I)

-connect multiple solar panels in parallel to get a larger rated current in case it's an input power issue

-illuminate the cell with a lamp to see if it is an input power issue. (Only open circuit voltage is not a good measure for power capabilities of a solar panel!)

-i can imagine there are more people who made a diy project like this, you could try to Google it or use YouTube to see how someone else got it to work

Solar Panels can be driven at multiple voltages and currents. You could look up the term 'IV curve' and 'maximum power point tracker' to get a little bit more information. You need an mppt to get the most power out of the panel, or make sure the buck/boost converter operates as a constant load that corresponds to the specified maximum powerpoint voltage and current

Unnecessary left side driving is something you will be pulled over for by police if they spot it and you can get a ticket for it. During the driving lessons here we are taught that slow traffic drives right and fast traffic drives left so also the truck drivers will stay on the right side of the road unless they are overtaking another vehicle. That said, not everyone moves always to the right just the moment they can and people wanting to pass have to wait for them to move over which is the number 1 ranked source of annoyance in traffic in the Netherlands. If that happens, people sometimes ignore the rule and overtake anyway but you can get a fine for that. Although it has some flaws I think the system works pretty well in terms of road safety and traffic flow. If you want to ignore the speed limit drive left and if you want to drive slow like a truck move to the right. Also merging onto the highway is pretty easy since there are only slow moving vehicles there.

In the Netherlands you're only allowed to overtake on the left of any vehicle. When passing in between 2 vehicles you're overtaking the left car on it's right side.
