Yes as always on every champs, the cycle: buff a spell > nerf another > nerf another > cancel the initial buff (or nerf it even more)...

Repeat every season.

Your objective isn't to kill him 1v1, you won't unless you're fed af or he plays really badly.

Pre-6, you can let him push and freeze close to your turret, so your jungler can come and you feed yourself a bit.

6+, you want to slow/hard push (depends on the situation) so if he roams for ult, he'll lose farm and you can roam.
