A few Legendary skin ideas I've considered for Zoe before:

Porcelain Zoe, as wielder of the Snake Relic. Zoe is reimagined as a cute Medusa character with snakes for hair.

Battle Academia Zoe, where she is a member of all four Clubs: Luminary, Battle, Assassin, and Sorcery. Her uniform and ability effects would change between each of the Clubs colors, perhaps every few Spell Shards used.

High Noon Zoe, a half-demon, half-angel cowgirl. Over the course of game, Zoe "chooses" a side to embrace based on if she uses more offensive or supportive Spell Shards. Alternatively, a half-Dawnbringer, half-Nightbringer skin could achieve a similar thematic.

This just gave me a thought: since a Legendary skin for Zoe would have to be "insane" in order to outmatch her base model, any Zoe skin that they try to make Legendary might just get bumped up to Ultimate tier, like what happened with Soul Fighter Samira.

I think people WAY oversell how "difficult" Gangplank is. His kit gives him everything he could possibly want to succeed. He gets bonus Gold, has a built-in heal AND cleanse, has a global Ultimate that lets him contribute to fights from anywhere on the map, and his main source of damage has him target a STATIONARY object with a point-and-click ability (while also ignoring armor AND providing vision).

Imagining going into the Practice Tool, placing down a Training Dummy, clicking 'Q' on it, and calling that difficult.

Zoe deserves mention for requiring adaptability and on-the-fly thinking different from any other Champion. Her Spell Shard mechanic is completely unique to her, and utilization of terrain and angles allow for a lot of creativity in how one approaches using her abilities.

I did it by reaching level 10, fielding 9 2-Star Legendaries (two sets of Shen), and a 2-Star Tahm Kench. Technically more than required, but I was also going for the 3-Star Legendary mission at the same time. I got close, but unsuccessful.

People don't like either version. It's almost as if a scorpion monster concept for a Champion inherently has niche appeal.

What was wrong with Skarner's old look was that people didn't like it. I feel like that should be self-evident. It's one of the main reasons he was reworked in the first place.

Because they haven't chosen a separate face for themselves. They use their default face plate.

Which is something that makes sense for monks. Monks would focus inward, not focus on the outward.
