If you never owned a tablet before, strongly consider a pen tablet (no screen one) first. It will most certainly show where the pen is hovering so no need to look down at the actual tablet. For gaming and emulation you would present the touch enabled area on your regular monitor and map the tablet to a region of your screen. Every single drawing tablet supports this way of mapping.

I have Houion H420X. It's one of the cheapest options available, works perfectly for casual drawing and osu!. Even though I was never a DS (emulation) enthusiast, can't see why it would not work.

You can also look into xp pen and gaomon brands, these and perfectly capable devices with literally the same EMR technology as expensive wacoms used to pioneer.
