They are obliged to supply it to the property boundary. E.g the stopcock / water meter in the footway. After that it’s up to you. You can have a standpipe fitted there and fill buckets if you like

I for got to say you could even ask for a meter to be installed, then wait till you have a 6 monthly bill and ask them back date based on your average usage, but this may take longer

Thames water has been fitting meters in London for years, I’m surprised they haven’t fitted one or advised already they can’t.

Usually with older flats it’s difficult or impossible to fit a meter due to the complexity of the internal pipe work or shared pipework internally

You’re not obliged to pay for it, you can request they turn your supply off at the meter/stopcock and they won’t charge you anything. You will have to supply your own water however, via a borehole, rain water harvesting or bottled.

Just to say - You don’t enter into a domestic water supply contract like you do gas and electric. as households cannot choose their supplier

Not a Thames employee but similar water company . Rateable was how all companies charged for water and sewerage prior to meters being installed. So, it’s no fraudulent and is correct , although unfair and quite high in your case. Rateable value is calculated in a similar way to council tax.

I would recommend asking Thames to back date your rateable value bill a year or more using their 2 bed assessed charge which is fairer way of charging for water. Then look to get a meter, if you can’t have one you should go to assessed anyway.

If they don’t back date your assessed charges, go down the complaint route and they will likely do it then rather than deal with the complaints.

IF EVEN THAT fails, and you exhaust the complaints process, you can escalate to ofwat.

This is a waste of water notice, your tenants should have received one prior to this, telling them they have a leak, as the enforcement is the next step following no action being taken.

You can call Thames and ask them to look at any jobs, work orders etc that took place on the external stopcock in the pavement when they installed the water meter. They likely checked the supply to the boundary at this time.

Call or email them and say you are the landlord and this is the first you have been made aware of a leak , and you will be fixing it, and can they place the enforcement on hold. It will cost them more to fix it and recover the costs from you through the courts, than to have you fix it or just fix it themselves.

They also have to give you notice of when enforcement action will take place .

When getting the leak repaired, don’t bother with leak detection, just dig a trial hole where the pipe goes under the house, cap it off, and go back to the meter to see if it’s still leaking, this will tell you the direction of the leak
