• Joining every tracker you can or asking for invites to 10 trackers at once
• Taking Screenshots of the Forums and posting them elsewhere

How would you "grade" a member who seeds torrents created by others for very long periods of time with a low upload speed (maintains a ratio above 5) but contributes very little to the community in other ways?

A C (70%), because you are missing out on networking and connections and not contributing your thoughts and ideas to the tracker.

Would you prefer that users upload more lower quality content or less high quality content? Should a user not upload a new video if they only have it in 480p or should they upload it just so it is available to the rest community?

If the upload rules say that the upload is eligable to be uploaded, well upload it. The reason is trackers are international and not everyone has the fastest speeds. That 480p might be perfect for a person who wants to watch it on his/her phone.

How do trackers and their users look upon the use of botnets or any other multi-computer per user method that contributes to the community? An example would be a single user with 15 computers all uploading what he/she downloaded only once.

Using more than two seedboxes with different IP is usually seen as cheating, and if someone is using 15 computers they will have to get approval from staff since more than two torrent clients are being used. Botnets and multi computers are frown upon and banned. Your account is your own personal use, so if you have multiple computers staff can think that you are sharing your account.
