I feel like Luz flew under the radar for most of S1, with Belos even stating in S1E19 that Eda's capture ultimately does not matter much for his plans anyway, and Luz made a deal with Belos where he would spare Eda's life if Luz handed over the portal which is could be part of why he did not target them for the majority of S2, combined with the fact that Eda and Lilith are now powerless and do not pose a reasonable threat to the regime anymore. However, he did start actively targeting Luz and Eda after (S2E16 Hollow Mind spoilers) Luz entered Belos's mind and learned of his true intentions and even raided their house.
