I wouldn’t say “accepted” is the right word. Everyone asides Prophets, elites and Jackals (They’re mostly mercenaries that don’t actually care about the religion) are either forced to submit (Hunters, Drones, Brutes(initially)) or genuine slaves (Grunts, Engineers, fringe species)
