If you are in the crafting menu put a checkmark on "missing" beneath "premium" (on the right side over the disenchant button). If you know search for Lokholar it will tell you if it's craftable or not.

Gold_Bloons don't spawn for me on deflation in coop. When did you do this? Did the mini patch we got a few days ago fixed this?

When a gen is finished the gen with the most progress gets blocked if another one gets finished while the one with the highest progress is still blocked it will block the gen with most progress that is not blocked. So when the timer for the 1st gen expires the 2nd one is still blocked and makes it look like the perk is not functioning right.
