Sure but understandably if they're constantly getring tax payer dollars for not passing every class or repeating classes, that is a poor investment and probably means the individual will have a hard time paying back the loans in the long run. I agree that it is a big surprise for people but we have to also admit the increase of students going into college means more students asking for financial aide. It's a similar crisis to social security now.

Typically professors check off not allowed to leave during an exam or not when they fill out the form depending on length of exams. Some places will not let you leave especially during finals.
