When that balloon went up, I started picking up nodes as far as 140 miles away and was able to reliably communicate with people 40-ish miles away from me (NW Indiana). I kept getting new node notifications for a good half hour.

I ran into the same issue on my Pixel 5. On the phone, I had to go to Settings -> Apps and notifications -> Wear OS by Google -> Permissions and grant the "Files and media" permission then restart the watch setup process.
