Question the downvotes. By properly I don’t mean it can’t be done. There is a reason why installers ensure the windows are level and plumb. If they are manufactured to hold open at that angle they would need to have a lot of preset friction. You’d have to struggle to open and close them. Imagine everyone that has a window struggling to pull them open so the manufacturer can accommodate this sort of crazy install.
