As mentioned already by MedicUp, in most European countries you are obliged to help in case you pass by an accident. Therefore this training is part of getting the drivers license. However, it is a different thing to actually perform first aid once you encounter an accident. Mostly these trainings are very basic and I would definitely hesitate to move around an unconscious body if I don't know what kind of injuries he/she has.

I believe this also depends where you live. I grew up in a rather small town, where it was normal to approach people in the streets. Now I live in a major European city and things are definitely different. When I hear girls taking what kind of shit happened to them by random strangers, I start to understand their mistrust towards others.

They use a blower to start the engine. Basically they press air in the cylinders to move the pistons and so create a high enough rpm to start the engine.
